Summary
- You must follow an administrator’s instructions even if you disagree, and appeal only after the scene is over.
- You must stay in character during a scene. If someone breaks a rule, finish the scene and report it with
/report. - Forcing actions on others without a chance to respond (PG) and using OOC information in character (MG) are forbidden.
- Attacking without a roleplay reason (DM) and ramming people with a vehicle (VDM) are forbidden.
- If you wake up in hospital through
/acceptdeath, your character does not remember that scene (PK). - Cheats, macros, bug abuse, real-money trading and moving assets between your own characters lead to a ban.
- Muggings are limited to $3,000 and scams to $5,000, and no crime may take place at the hospital, the police station, City Hall, the fire station or the new player spawn area.
- Sexual assault roleplay and any sexual content involving minors lead to an immediate permanent ban.
Every player on The Godfather Roleplay (TGF RP) must follow these rules. Administrators quote the rule number when they give a punishment (e.g. rule 9.3), and players use the same numbers when they report.
Abbreviations such as IC, OOC, PK and CK are explained in the guide’s glossary. If you are unsure about a rule, you can ask staff in game with /helpme.
0. Scope and punishments
This chapter sets out where the rules apply, the punishments for breaking them and how to appeal a punishment.
0.1 Scope
These rules apply on the game server, in the in-game phone apps, on the UCP (account site), on the forum and on the official Discord.
0.2 Spirit of the rules
The intent of a rule comes before its wording. An administrator may punish behaviour that is not written here if it harms other players’ roleplay.
0.3 Punishment steps
Punishments come in the steps below. Once you have three active warnings, a temporary ban is considered.
| Step | Command | What it does |
|---|---|---|
| Warning | /warn | A record is kept on your account. |
| Kick | /kick | You are disconnected from the server. |
| Admin jail | /ajail | You are held in an OOC holding area for up to 1,440 minutes. It stays in effect if you reconnect or change character. |
| Temporary ban | /ban | Your account cannot connect for a set number of hours or days. |
| Permanent ban | /ban | Your account cannot connect again. |
0.4 Offences that skip the steps
The following lead straight to a temporary or permanent ban without a warning.
- Using hacks, mod menus or cheat software
- Real-money trading (RMT) and selling accounts
- Sexual assault roleplay and sexual content involving minors
- Impersonating staff, threats and doxxing
- Creating a new account to evade a ban
0.5 Standard punishments
Administrators punish according to the table below and may raise or lower a punishment depending on the situation.
| Offence | 1st | 2nd | 3rd |
|---|---|---|---|
| Minor discourtesy | Warning | Admin jail 30 min | Temporary ban 1 day |
| Powergaming, metagaming | Warning | Admin jail 60 min | Temporary ban 3 days |
| DM, VDM | Admin jail 60 min | Temporary ban 3 days | Temporary ban 7 days |
| Logging out during a scene | Admin jail 60 min | Temporary ban 3 days | Temporary ban 7 days |
| Breaking a crime cap or zone | Warning and return of the loot | Temporary ban 3 days | Temporary ban 7 days |
| Bug abuse | Temporary ban 7 days and removal of the gain | Permanent ban | None |
| Moving assets between characters | Removal of the moved assets and temporary ban 3 days | Temporary ban 14 days | Permanent ban |
| Civilian use of government equipment | Temporary ban 3 days | Temporary ban 14 days | Permanent ban |
0.6 Administrator decisions
Administrators decide using server records (audit logs, /damages damage records, crime records and chat logs) and the evidence submitted. An administrator must tell you the reason when they punish you.
0.7 Appeals
If you disagree with a punishment, you must contact the administrator who gave it first. If that does not resolve it, you may file an appeal within 7 days through the UCP ticket category 'Ban appeal' or on the forum under 'Requests and appeals › Ban appeal'. Banned accounts can still use UCP tickets. The full procedure is in 16.5.
1. Common courtesy
Out of character you must treat every player with respect, and in character you must roleplay at all times. Failing to roleplay a situation is strictly forbidden.
1.1 Courtesy
You may not insult, mock, discriminate against or harass other players OOC.
Examples of breaking this rule
- You mock another player’s roleplay through
/b. - You keep picking fights with the same person through
/pm. - You insult a real-world region, gender, race or religion.
1.2 Staying in character
You must stay in character during a scene. If another player breaks a rule, finish the scene and report it afterwards with /report. If the scene cannot continue at all, say so briefly in /b and then report it.
You must roleplay any injuries your character suffers and any accidents while driving, even if you are alone and believe no one saw.
Examples of breaking this rule
- You walk away from a gunshot as if nothing happened.
- You crash into a car and drive off without a
/me.
1.3 Logging out during a scene
You may not disconnect or switch characters to escape a scene that is going against you. The server blocks /selectchar while you are downed, handcuffed, in custody, recently attacked or in admin jail.
If your connection really drops, you must reconnect, say so in /b and continue the scene. If you cannot reconnect, let staff know through /report or a UCP ticket.
Examples of breaking this rule
- You close the game during a police chase.
- You disconnect during a robbery to keep your belongings.
1.4 OOC channels
Keep OOC talk short and in /b, /pm or /cb. You may not mix OOC content into IC chat such as normal speech, /me or /do.
Examples of breaking this rule
- You type
/me lagged out, redoing. This belongs in/b.
1.5 /me and /do
Use /me only for your own character’s actions and /do only for the surroundings and conditions. You may not decide another character’s actions or their outcome (chapter 2).
1.6 Administrator instructions
You must follow an administrator’s instructions even if you disagree. Appeal after the scene through the procedure in 16.5. You may not impersonate staff or claim to have staff powers.
1.7 New players
New players can ask questions in the /n newbie channel and through /helpme. Experienced players must answer such questions politely OOC.
2. Powergaming
Powergaming (PG) is performing actions that would be impossible in real life, forcing an outcome on another player without giving them a chance to respond, or using roleplay to get around something the server blocks. Powergaming is forbidden.
2.1 Forcing outcomes
You may not decide the outcome of an action before the other player has responded. Roleplay the attempt, wait for their response and then continue.
Examples of breaking this rule
- You type
/me draws a gun and shoots him dead in the head. - You type
/me cuffs himand drag the player away before they can respond.
2.2 Impossible actions
You may not perform actions a person could not do in real life.
Examples of breaking this rule
- You sprint after being shot in the leg.
- You jump from a third floor and run off straight away.
- You drive a car while handcuffed.
2.3 Items you do not have
You may not roleplay using weapons, tools, drugs or evidence that are not in your inventory (/inv), your weapons (/weapons) or the vehicle inventory (/vinv). Visible modifications fitted to a vehicle are the exception.
Examples of breaking this rule
- You type
/me opens the door with a lockpickwithout a lockpick in your inventory. - You type
/me aims the pistol from his waistbandwithout owning a gun.
2.4 Bypassing server features
You may not roleplay an outcome that a server command prevents. Actions that have a command, such as vehicle theft, break-ins and robberies, must be done with that command.
Examples of breaking this rule
- You type
/me connects the wires and starts the enginewithout/hotwireand drive off in someone else’s car. - You roleplay entering someone’s house without
/burglary.
2.5 CCTV
Only cameras registered in the server CCTV (/cctv, /viewcctv) may be roleplayed as working. Footage from outside the server cameras does not exist.
2.6 Putting loot before life
While a shootout continues, escaping or tending to wounds comes before looting. Putting loot before your character’s life is considered powergaming.
2.7 Fear roleplay
When your character is threatened with a weapon or heavily outnumbered, they must act to protect their life.
Examples of breaking this rule
- You attack bare-handed while two guns are pointed at you.
- You refuse with
/denyroband walk away as if nothing happened.
2.8 Changing clothes mid-scene
You may not change clothes with /outfit during a chase or an investigation to lose your pursuers. It is allowed if you hid and roleplayed taking time to change.
2.9 Ignoring crashes
You must roleplay injuries and damage after a vehicle crash. Crashes caused by obvious desync are the exception.
3. Metagaming
Metagaming (MG) is using OOC information your character could not know in IC actions. Your character knows only what they have seen, heard or found out themselves.
Examples of breaking this rule
- You hear on Discord that "only two cops are on" and start a robbery.
- You raid a rival group’s stash after seeing its location on a stream.
- You check a masked person’s nametag and say "Kim, it’s you, isn’t it?".
3.1 Nametags and server IDs
You may not roleplay knowing a stranger’s name from the nametag above their head (/nametag) or their server ID. Names are learned through introductions, ID cards (/sdl, /showbadge) and documents.
3.2 Masks
You may not identify a masked person using OOC information such as their nametag or server ID.
3.3 Outside messengers
You may not exchange IC information through anything outside the game, such as Discord, KakaoTalk or voice calls. IC contact happens only through the in-game phone, radio and face to face.
3.4 Watching streams
You may not watch another player’s stream or videos to find their character’s location or plans (stream sniping).
3.5 Knowledge of other characters
Your character may not use information that one of your other characters learned.
3.6 Memory after a PK
You may not use memories lost through a PK (5.3).
3.7 OOC conversations
You may not use anything you heard in /b, /pm or a report conversation in character.
4. Deathmatching and revenge
Deathmatching (DM) is attacking or killing another character without sufficient roleplay reason. Vehicle deathmatching (VDM) is deliberately ramming people or vehicles with a vehicle. Both are forbidden.
4.1 Deathmatching
Before you attack another character there must be roleplay such as demands, warnings or threats. If the other side uses a weapon first or threatens your life, you may respond immediately. Unarmed attacks and /knockout also count as deathmatching.
If you hit someone by mistake, you can ask for a restore with /missclick (/mc) within 5 seconds.
Examples of breaking this rule
- You shoot a passer-by without saying a word.
- You shoot a victim who did everything you demanded.
- You pull a gun right after a single argument.
4.2 Vehicle deathmatching
You may not deliberately ram people or vehicles with a vehicle. An administrator judges situations where you escape an armed attacker to save your life.
Examples of breaking this rule
- You drive into a crowd of pedestrians to escape the police.
- You keep pushing another car around for fun.
4.3 Indiscriminate attacks
Shooting sprees in public places and attacking several people in a row without reason are treated as forbidden roleplay (8.3).
4.4 No revenge
A character who was PK’d may not take revenge for that incident. For 30 minutes after a PK, you may not return within 200 m of where the scene took place.
Examples of breaking this rule
- You wake up in hospital, buy another gun and go after the person who shot you.
4.5 Shootouts between factions
Conflicts between factions are also subject to the conflict rules in 12.5.
5. Injuries, death, PK and CK
A badly injured character goes down, and without treatment in time they enter the death state. A PK is when a character leaves a scene and loses their memory of it; a CK is when a character dies permanently.
5.1 Injury and death states
The server handles injury and death in the order below. If you are not revived within 5 minutes of going down, you enter the death state, and 2 minutes after that you can use /acceptdeath.
| State | How you enter it | How you recover | Time |
|---|---|---|---|
| Downed | Your health reaches 0. | /revive from an on-duty medic, or illegal treatment from a medical group. If you went down only from fists, a blunt weapon or a fall, /helpup also works. | If you are not revived within 5 minutes, you bleed out into the death state. |
| Dead | You are shot in the head without a helmet, shot again while downed, or bleed out for 5 minutes. | You cannot be revived. | After 2 minutes you can use /acceptdeath; after 10 minutes the server sends you to hospital. |
| Back at hospital | You use /acceptdeath or are moved there automatically. | You wake up at Pillbox Hill Medical Center. | You lose your inventory. Cash, phone and the clothes you wear stay. |
5.2 Injury roleplay
While downed you may roleplay only short words, groans and small movements. You cannot use the radio, call 911, use a phone or use a gun.
For 30 minutes after being revived you may not run, fight or join a shootout. You can check your injuries with /injuries and /damages.
5.3 PK
Using /acceptdeath or being moved to hospital automatically is a PK. A PK’d character does not remember the scene that put them down, including who did it, where and why. A character revived with /revive or /helpup keeps their memory.
Examples of breaking this rule
- After a PK you tell the police "three masked men shot me on Grove Street".
5.4 CK
You can CK your own character with /ckself confirm Firstname Lastname. It takes effect immediately without review and cannot be undone.
A CK of another character is requested with /ckrequest target reason and evidence, with a reason of 10 to 1,000 characters. Staff review the reason, the evidence and the target’s records, and a staff member who is the requester or the target does not review that request.
A CK’d character can no longer be played. Their cash, bank balance, items, vehicles and properties are frozen, vehicle and property keys they gave to other characters are revoked, and the character slot is freed.
5.5 Grounds for a CK
Whether a CK is approved is up to the admin’s judgement. For example: dying in a gunfight with the police while surrounded by them, a case where the real-life chance of survival is close to 0%.
5.6 After a CK
A new character may not use the previous character’s knowledge, relationships or assets.
5.7 Fixing a stuck downed state
/fixrevive may only be used when a bug leaves you stuck downed. It works only when you have no injury record from the last 10 minutes. Using it to escape real injuries is punished as bug abuse (7.3).
6. Characters
Your character must be a realistic person who could live in Los Santos. Their name, age and description must follow the rules below.
6.1 Names
Character names are an English first name and last name. Each part is 2 to 24 letters long and starts with a capital letter; numbers, spaces and symbols are not allowed. Forms such as O'Brien, McDonald, MacArthur and Mary-Jane are allowed.
You may not use the name of a real celebrity, a name that mocks another player, or an obscene or offensive name.
Examples of breaking this rule
- You name your character
Elon MuskorKim Jongun. - You use a swear word or a sexual word as a name.
6.2 Age
Characters are between 18 and 80 years old, and their appearance must match their age. You may not create an underage character.
6.3 Character descriptions
You write your description with /attributes, and others view it with /examine. A description must neutrally describe your character’s general demeanour and appearance and must not sexualise the character.
Examples of breaking this rule
- You write a description that sexually emphasises body parts.
- You put advertising unrelated to appearance in your description.
6.4 Forbidden characters
You may not create the following characters.
- Characters with superpowers, superheroes, non-human beings and real people
- Criminals with extreme motives, such as serial killers, terrorists, serial arsonists, human traffickers and cyber terrorists
- Characters made only to commit robberies, without a job or daily life
A criminal with an extreme motive may be played with special permission from staff through a UCP ticket.
6.5 Multiple characters
Each account can have up to 3 characters. Characters on the same account may not be connected as friends, family, business partners or employer and employee, and you may not involve two of your characters in the same incident.
You may not play a police or government character and an illegal group character on the same account. Each person may use only one account, and you may not create another account to get around these rules.
6.6 Name changes
You can change your character’s name with a name change from the points shop. You may not change your name to escape a debt, compensation for a scam, an investigation or a warrant; such a name change is punished and the original obligation is restored.
7. Cheating
Cheating is gaining an unfair advantage over other players through software, bugs, or other accounts or characters.
7.1 Hacks and cheats
Using mod menus, trainers, memory editing, aim assistance or wallhacks leads to a permanent ban. The server detects abnormal movement speed, teleporting and money that appears from nowhere, alerts administrators, and an administrator punishes after checking.
7.2 Macros and keybinds
You may not run repetitive work such as mining, fishing or scrap collecting with automated input. You may not use keybinds to replace roleplay or to gain an advantage in combat.
Examples of breaking this rule
- You leave a macro fishing while you are away.
- You use one hotkey to type
/me draws a gunand fire at the same time.
7.3 Bug abuse
If you find a bug, you must report it through /report or the UCP ticket category 'Bug report'. You may test a bug only under an administrator’s supervision. If you know someone is abusing a bug and hide it, you may be punished as well.
Examples of breaking this rule
- You duplicate items or money.
- You pass through a wall into someone’s house.
- You use a bug to get out of handcuffs.
- You use a bug to skip a crime cooldown.
7.4 Real-money trading (RMT)
You may not exchange in-game money, items, vehicles, properties, characters or accounts for real money or another game’s currency. Doing so leads to a permanent ban. The points shop does not sell in-game money.
7.5 Account sharing
You may not share, lend or sell your account.
7.6 Moving assets between characters
You may not move money, items, vehicles, properties or keys between characters on the same account. The server blocks bank transfers, vehicle sales, property transfers and rentals, marketplace trades and leases between characters on the same account.
Moving assets through a storage, the ground, a car trunk or another person’s character is the same offence. The only exception is a transfer approved by staff through an 'Asset transfer' request on the UCP.
Examples of breaking this rule
- You drop fish caught on your alt on the ground and pick them up on your main.
- You send money to a friend and get it back on your main character.
7.7 Staying AFK
You may not stay connected while away from the keyboard just to receive your paycheck.
8. Forbidden roleplay
Some roleplay is never allowed on the server, and some is allowed only with the consent of everyone involved.
8.1 Never allowed
The following roleplay is forbidden in every case and leads to an immediate permanent ban.
- Rape and forced sexual roleplay
- Paedophilia and sexual content involving minors
- Sexual roleplay with a player who is under 18 in real life
8.2 Roleplay that needs consent
Sexual roleplay is allowed only when everyone involved has agreed OOC. It may not take place outdoors or indoors where many people come and go, such as an open business or a building with many tenants.
Torture and mutilation may be described in detail only when the victim agrees in /b. Without consent, write only the outcome briefly with /do.
8.3 Forbidden themes
You may not use the following themes in roleplay.
- Recreating real-world terror attacks or mass killings
- Hate speech about real-world race, religion, gender or disability (IC and OOC)
- Depicting animal abuse
- Actions that bring roleplay across the whole server to a halt, such as public shooting sprees or serial arson
The last item is allowed with the special permission described in 6.4.
9. Crime
Criminal roleplay causes losses to other players, so it is held to a higher standard. A crime must begin with roleplay, and server commands are used to support that roleplay.
9.1 General principles
- A crime must begin with roleplay. Commands are used to support the roleplay.
- You must give the victim a chance to respond.
- Crime commands work only when server conditions such as the number of police on duty, cooldowns and distance are met.
- NPCs do not buy or sell drugs or guns. Illegal goods are traded only between players and groups.
9.2 Crime commands and conditions
The crimes below are done with server commands. If too few police are on duty or a cooldown is running, the command does not work.
| Crime | Command | Police on duty | Cooldown | Condition |
|---|---|---|---|---|
| Vehicle lockpicking | /lockpick | 1 or more | None | Requires a lockpick. Works only on player-owned vehicles. |
| Hotwiring | /hotwire | 1 or more | None | The engine stays running only for that session. |
| Tyre theft | Jack and wrench | 1 or more | None | Requires a jack and a wrench. |
| Store robbery | /rob | 2 or more | Store 120 min, personal 60 min | You must hold a weapon and stay within 8 m for 90 seconds. |
| ATM drilling | /robatm | 2 or more | ATM 180 min, personal 90 min | Requires a drill; you must stay within 3 m for 120 seconds without a weapon. |
| Burglary | /burglary | 3 or more | House 7 days, personal 6 hours, server-wide 45 min | The owner or a tenant of the house must be online. |
| Random break-in | /randombreakin | Admin approval | 12 hours | A random house within 800 m is chosen; you must act within 30 minutes of approval. |
| Mugging | /mug, /acceptrob | Not required | 40 per session | You must hold a weapon within 3 m. No weapon is needed against someone handcuffed or downed. |
| Vehicle chopping | /chop | 2 or more | Vehicle 72 hours, 6 per group per day | Only at an approved group headquarters. The chopped car goes to the impound. |
| Stash raid | /raidstash | 2 or more | Headquarters 24 hours, group 12 hours | Targets another group’s headquarters stash. |
| Prison break | /breakout | 3 or more | Prison 6 hours, helper 24 hours | See 14.4. |
| Arson | /arson | Firefighters on duty | None | Requires a jerry can, 5 L of fuel and a lighter. |
| Restraint and kidnapping | /knockout, /tie, /ziptie, /gag, /blindfold, /trunkkidnap | Not required | None | Works immediately on someone handcuffed, downed or knocked out. Anyone else must consent. |
9.3 Mugging
- You may mug only in secluded places outside the no-crime and restricted crime zones of chapter 10, or inside a group turf.
- You may take only the cash and items the victim is carrying at that moment.
- You may not make the victim withdraw money from a bank or ATM, send money from their phone, or roleplay taking their cards.
- A single mugging is limited to $3,000 in cash plus the market value of the items. To take more, you must get administrator approval through
/report. - The same victim can be mugged only once every 24 hours.
- Characters with less than 10 hours of playtime cannot be mugged or scammed.
- You may not harm a victim who complied with every demand. Harming them requires a separate roleplay reason (4.1).
- The victim may refuse with
/denyrob, but must accept the consequences in roleplay, such as stronger threats or being restrained.
Examples of breaking this rule
- You rob someone who has just left the hospital, right outside it.
- You take the victim to an ATM and make them withdraw money.
- You take $8,000 without administrator approval.
9.4 Store and ATM robberies
- Store and ATM robberies may be done only with
/roband/robatm. - Before going in, you must roleplay a mask, threats or demands.
- If player customers are present, you must threaten them in roleplay first, and to rob their belongings you must follow 9.3.
- You may not take turns with your partners to rob the same store back to back and avoid the cooldown.
9.5 Burglary
- Burglary may be done only with
/burglaryor/randombreakin. - You may not take someone’s belongings with access you got from a shared key or a rental. Even with a key, robbing that house requires
/randombreakin. - You may not buy or rent a house in order to rob it.
9.6 Vehicle theft
- Roleplay lockpicking from outside the car, not after you are already sitting inside it.
- Roleplay hotwiring from the driver’s seat before you drive off.
- The owner can report the vehicle stolen with
/reportstolen. - Fake plates (
/fakeplate) may be used only if a forgery group made them.
9.7 Scams
A scam is any deceitful roleplay used to obtain something from another character.
- A scam is limited to $5,000 per scam. Scams against the same victim may not total more than $5,000 over 7 days.
- A scam in a gun or drug deal is limited to $10,000 per scam.
- Vehicles and properties cannot be scammed. Ownership changes hands only through the server sale commands (
/sellvehiclewith/buyplayervehicle, and/pspwith/paccept). - You may not wipe out a debt by changing your name or through a CK (6.6).
Examples of breaking this rule
- You take $12,000 through
/payfor a car and never hand the car over. - You run four investment scams on the same person over 3 days and take $9,000 in total.
9.8 Kidnapping and hostages
- You may hold a victim for up to 60 minutes in one scene. Holding them longer requires administrator approval.
- If the victim asks for an OOC break in
/b, you must pause the scene and agree on a time to continue. - Ransoms are limited by the scam cap of $5,000.
- Trunk kidnapping (
/trunkkidnap) works only on someone handcuffed, downed or knocked out.
9.9 Drugs and guns
- Drugs can be made only with
/cookin the drug lab of an approved tier 2 group, up to 20 per group per day. - There are no NPC street dealer shops and no cannabis seed sales.
- Legal guns are bought at Ammu-Nation with a firearms licence. Illegal guns can be made only by gun groups with
/assemblegun, within their monthly quota. - Serial numbers can be defaced (
/defaceserial) only at a tier 2 group headquarters, and never on government weapons.
9.10 Unrealistic crime
Unrealistic crimes and characters that exist only to commit crimes are punishable.
Examples of breaking this rule
- You rob a store, mug someone straight after and then steal a car.
- A character you just created commits an armed robbery on their first day without any build-up.
- You kill a victim who cooperated with your demands.
- You ask a police friend to go on duty so the minimum police count is met (11.4).
9.11 Limits on the number of offenders
The number of offenders taking part in one crime may not exceed the numbers below.
| Crime | Maximum offenders |
|---|---|
| Mugging | 3 |
| Store robbery | 4 |
| ATM drilling | 3 |
| Burglary | 4 |
| Vehicle theft and chopping | 3 |
| Kidnapping | 4 |
| Helping a prison break | 4 |
10. Anti-crime zones
The server has no-crime zones, where no crime may take place at all, and restricted crime zones, where some crimes need administrator approval. Everywhere else the general crime rules apply.
10.1 Types of zone
| Zone | Rule |
|---|---|
| No-crime zone | No crime may take place. |
| Restricted crime zone | Mugging, and moving a person elsewhere to mug them, need prior administrator approval. Whoever shoots must prove it could not have been done in a safer place. Other crimes follow the general rules. |
| Turf | A neighbourhood where a group would realistically operate. The server has 13, shown with /turf. Administrators may limit excessive crime. |
| General zone | Every place not covered by the zones above. |
If a chase that started outside a no-crime zone enters one, you must stop attacking inside it. A secluded alley right next to a no-crime zone is not part of the zone.
10.2 No-crime zones
| Place | Area |
|---|---|
| Pillbox Hill Medical Center (hospital) | The building and 50 m around it |
| Mission Row police station and jail | The building and 50 m around it |
| Los Santos City Hall (Rockford Hills) | The building and 50 m around it |
| LSFD Davis fire station | The building and 30 m around it |
| New player spawn area | 100 m from the spawn point |
The new player spawn area covers the spawn point, the LS Citizen Support Center, the Davis self-service car rental, the Davis driving test centre and Herr Kutz. Where this area overlaps the Grove Street turf, the no-crime zone takes priority.
At the Mission Row police station, only a prison break with /breakout is allowed as an exception.
10.3 Restricted crime zones
The following places are restricted crime zones.
- Grove Street convenience store and Davis ATM (about 170 m from the spawn point)
- Billings Gate Motel
- Legion Square car rental
- LSIA car rental and cargo hardware store
- The waste collection yard in the airport cargo area
- Rogers Salvage workbench and scrap buyer
- Del Perro Pier fishing spot and fish buyer
- Port of Los Santos logistics warehouse
- Strawberry pawn shop
- Premium Deluxe Motorsport
11. Police and government agencies
Government agency members hold more power than civilians, so they follow stricter rules. Government weapons and equipment are issued only for duty.
11.1 Agencies
The server’s government agencies are the Los Santos Police Department (LSPD, Mission Row police station), the Los Santos Fire Department for fire and medical services (LSFD, Davis fire station and Pillbox Hill hospital) and Los Santos City Hall (Rockford Hills).
11.2 Government weapons and equipment
- Civilians may not use government weapons or equipment for any reason.
- Government weapons and equipment are taken back when your shift ends.
- Government weapons and equipment cannot be traded, dropped, stored, stolen or seized. The server stops issued guns from being handed over or dropped, and neither
/snatch(taking a gun from a downed person) nor serial defacing works on government weapons. - Off-duty agency members may not use government weapons or equipment either.
- Government equipment covers armoury-issued guns, government ammunition, tasers, batons, smoke and tear gas grenades, handcuffs, spike strips, road barriers, drones, helicopter cameras and agency vehicles. Civilians may not drive agency vehicles or steal the tyres of an empty police car.
If a government weapon is not taken back and stays with you, you must report it as a bug (7.3).
Examples of breaking this rule
- You roleplay picking up and using a downed officer’s gun.
- You use an issued gun left over from a bug while off duty.
- You lend your issued rifle to a colleague for personal use.
11.3 Duty
You go on duty with /fduty (faction) or /pduty (response unit). The armoury, handcuffs, MDC reports, impounds and fines can be used only on duty, and on duty you must wear your uniform with /uniform.
In agencies with duty rules enabled, any gun you have out goes into your bag when you go on duty, and on duty you can draw only issued guns.
11.4 Abuse of power
- You may not go on or off duty to meet or block the police count a crime requires. You may not go AFK while on duty.
- You may not use the MDC, phone tracking or CAD information for personal reasons or on behalf of another character. Phone tracking (
/trackphone) may be used only with a warrant or a 911 call. - You may not arrest, search, fine or seize licences without a reason. Parking tickets are issued between $25 and $500.

/govannouncementor/pafor private purposes. - You may not help a criminal group while on duty.

11.6 Use of force
Force must be proportionate to the threat. You may not shoot an unarmed person.
11.7 Searches
A civilian who wants to search someone must ask with /frisk request, and the other person must agree with /acceptfrisk. Police can search under their on-duty powers.
11.8 Helicopters and drones
Before taking off in a helicopter, you must roleplay pre-flight checks or wait 3 minutes. You may not follow one group for a long time without progress, and over the radio you may pass on only what you actually saw on the helicopter camera or drone feed.
12. Factions
A faction is a group recognised by the server. There are legal factions, illegal groups and companies, and each type has its own way of being created and its own rules.
12.1 Types of faction
| Type | Examples | How to create one |
|---|---|---|
| Legal faction | Government agencies, news, transport, towing, sanitation | Government agencies are appointed by the server owner. Other factions apply through the UCP and are approved. |
| Illegal group | Supply groups in guns, drugs, theft, money laundering, forgery or medical services | Apply through the UCP and are approved. |
| Company | Businesses and corporations | Register with /bregister and /brand. |
12.2 Illegal group tiers
| Tier | Fields | What the group can do |
|---|---|---|
| Applicant | 1 | Produces within a low limit for its own use only. Assembled guns cannot be traded. |
| Unofficial | 1 plus upgrades | Can supply goods to others. |
| Official | 2 | Has high production limits, top-tier goods and supply contracts. |
Each field can have at most 2 unofficial and official groups across the server. A group with no activity for 14 days drops one tier, and an applicant group is cancelled.
When a group is very active, the police may receive anonymous tips or raid its headquarters.
12.3 Application requirements
| For | Requirements |
|---|---|
| Legal faction | Representative character with 20 or more hours of playtime, 3 or more members, a concept document with purpose, activities and ranks |
| Illegal group application | Leader character with 30 or more hours of playtime, 4 or more members, no warnings in the last 30 days, a document with the concept and area of activity |
| Promotion to unofficial | 30 or more days as an applicant, 6 or more members, an activity record |
| Promotion to official | 30 or more days as unofficial, 10 or more members, a review of activity and roleplay quality |
| Reapplying after a rejection | 30 days after the rejection |
12.4 Multiple memberships
To join another faction at the same time, you need approval from the leaders of both factions and from an administrator. Members of a government agency may not join an illegal group.
12.5 Conflicts between factions
- A conflict must start from a roleplay incident, not from OOC feelings.
- You may not drag uninvolved civilians into a conflict.
- A member who was PK’d may not take revenge for the same incident (4.4).
- A member’s CK is requested by the leader with evidence through
/ckrequest. - At most 8 people per side may take part in a shootout.
- If a conflict lasts more than 2 weeks, an administrator may step in.
12.6 Faction funds and stashes
Betrayal roleplay in which you walk off with faction funds or stash items is allowed only with the leader’s OOC consent or administrator approval.
12.7 Warnings and progression
When a faction receives a warning, its progression is locked.
13. Property, business and advertising
Property, vehicles, businesses and advertising follow the server commands and the rules below. Getting around a trade the server blocks by other means is punished as feature abuse.

The sale price is capped by how long you have owned it: up to 100% of the market value within 1 month, 300% within 3 months and 500% within 6 months, with no limit after that. Within the first month you also cannot sell for more than you paid.
Buying and selling over and over only for profit (flipping) is forbidden.
13.4 Property tax
Property tax is paid every week starting 7 days after purchase. The rate is 0.10% of the purchase price for apartments, 0.15% for houses, shops and similar, and 0.20% for luxury homes of $750,000 or more. If you do not pay for 3 weeks, selling and changing rentals are locked.
13.5 Inactivity repossession
If a character has played less than 8 hours in the last 15 days, their property may be repossessed. If you will be away for a long time, ask for an exemption through a UCP ticket.
13.6 Renting
Rentals run for 7, 14 or 30 days. A tenant can rent up to 2 places, and a tenant who falls behind on rent is evicted after 24 hours.
13.7 Key abuse
You may not take things from a house with access you got from a shared key (/givepropertykey) or a rental (9.5).
13.8 Vehicles
Vehicle ownership must be transferred only with /sellvehicle and /buyplayervehicle. Any other method to avoid tax or the same-account block is feature abuse. A character can own up to 20 vehicles.
Unless you are a licensed dealer, you may not buy vehicles in bulk to resell them.
13.9 Businesses
A business is registered with /bregister and can manage employees and funds (/bdeposit, /bwithdraw). Changing the registered type of business requires administrator approval. You may not employ a character from your own account (6.5).
13.10 Advertising
Each person can have one advertisement active in the phone ads app. An ad can be up to 180 characters and stays up for 24 hours. Personal ads cost $150 and can be posted every 15 minutes; business, company and event ads cost $300 and can be posted every 30 minutes.
Ads may not sell illegal goods, recruit for crime, contain OOC content, repeat the same content or attack another business.
Examples of breaking this rule
- You post the ad "Selling guns, hit me up".
- You post the ad "Join our Discord".
14. Prison
Arrested characters serve their sentence in prison. IC rules apply in prison as everywhere else, and inmates must roleplay realistic fear.
14.1 Facility
The prison is the jail inside the Mission Row police station. The maximum sentence is 60 minutes.
14.2 Sentences
Your sentence goes down only while you are online and serving it, and you can check the time left with /prisontime. Prison labour takes 60 seconds off each time (every 2 minutes) and exercise 30 seconds (every 3 minutes), up to 30% of the original sentence.
While in prison you can use the cell storage (/stash), request visits (/visits, every 5 minutes) and meet a lawyer (/counsel).
14.3 Inmate conduct
- Inmates must feel and act on realistic fear in prison.
- You may not troll by attacking other inmates without reason or constantly jumping around.
- A one-on-one fight between inmates is allowed only in a secluded spot, with both agreeing and not to the death.
- Other fights and riots are allowed only when 2 or more police are on duty.
- Attacking an officer is allowed only when 3 or more police are on duty.
- You may use a phone in prison only if you roleplayed smuggling it in.
14.4 Prison breaks
A prison break may be done only with /breakout Firstname Lastname. A helper from the same group must run it within 40 m outside the prison wall, with 3 lockpicks, 2 vehicle parts and 3 or more police on duty.
A prison break is possible once every 6 hours per prison and once every 24 hours per helper, and only for inmates with 5 or more minutes left. A breakout puts out a 7-day MDC warrant and a CAD alert. If you die during a breakout, the admin decides whether it is a CK (5.5).
14.5 Admin jail
/ajail is an OOC punishment and is separate from IC prison.
15. Phone and social apps
The in-game phone is an IC medium. Posts, photos and ads in phone apps are IC actions that other players see, so IC rules apply to them in full.
15.1 An IC medium
Everything you post in a phone app is your character’s action and carries IC consequences.
15.2 App limits
The server sets the following limits for each app.
| App | Limits |
|---|---|
| Birdy (social) | Posts can be up to 280 characters, every 30 seconds, up to 20 an hour. Handles use 3 to 15 letters, numbers or _. DMs can be up to 1,000 characters. |

15.3 Forbidden content
You may not post the following in phone apps.
- OOC content such as Discord promotion, complaints about the server or mentions of staff
- Real-life photos and sexual or gory images (including
/drawposterposters) - Other players’ OOC personal details, such as their real name, contact details or Discord account
- Posts that repeatedly attack a particular character out of OOC feelings
- Spam of the same post
You may not post while downed, dead or in prison. In prison, it is allowed if you roleplayed smuggling a phone in.
15.4 IC personal information
Publishing another character’s address or phone number is an IC action, and you must accept IC consequences such as lawsuits or revenge roleplay.
15.5 Emergency calls
/911 (police) and /991 (medical) are IC calls. Hoax calls lead to both IC penalties and an OOC punishment.
16. Reports and appeals
Rule breaks are reported after the scene through in-game commands or a UCP ticket. Appeals against punishments follow the procedure below.
16.1 In-game commands
| Command | Use |
|---|---|
/report ID text | Reports to the administrators. Once an administrator takes it, talk with /re text. |
/cancelreport | Cancels your report. |

/pmor the UCP. - If that does not resolve it, file an appeal within 7 days through the UCP ticket category 'Ban appeal' or on the forum under 'Requests and appeals › Ban appeal'.
- A staff member other than the administrator who punished you reviews the appeal.
- You are told the result within 14 days.
- You can appeal the same punishment only once; with new evidence you can file again.
- Complaints about an administrator’s conduct go through the UCP ticket category 'Report staff'.
16.6 Report abuse
False reports, repeated reports about the same thing and reports meant to harass someone are punishable.
